Days after taking office in June 1998, Abubakar pledged to hold elections and transfer power to an elected president within twelve months.

Assessment

He delivered. A new Independent National Electoral Commission was set up under Ephraim Akpata; local, state, National Assembly and presidential elections ran between December 1998 and 27 February 1999; and power passed to Olusegun Obasanjo on 29 May 1999 — the shortest and most credible military-to-civilian handover in Nigeria's history.

Assessment

His government promulgated the 1999 Constitution by decree — a lightly modified version of the 1979 constitution — which came into force on 29 May 1999 and remains, with amendments, Nigeria's governing document. Its promulgation without a referendum has been a standing criticism.

Assessment
