Infrastructure, education and rural development for the old Rivers State (then still including present-day Bayelsa), as elected governor from January 1992 on the NRC platform. His deputy was Peter Odili, later governor of Rivers from 1999 to 2007.
Assessment
The term was cut short after about 22 months by the November 1993 dissolution.
