Promised to prioritize education through a state of emergency declaration, construction and rehabilitation of classrooms, and a campaign to return out-of-school children to the classroom.

The administration constructed 233 new classroom blocks, renovated 406 classrooms, and provided school furniture worth N5 billion. UNICEF reported that out-of-school children in Bauchi reduced from 1.5 million to 500,000. However, Bauchi still has one of the highest out-of-school populations in Nigeria, and teacher shortages and uneven infrastructure quality persist across the state's 20 local government areas.

Committed to implementing the N30,000 national minimum wage and consequential adjustments for civil servants, alongside prompt and regular salary payments.

Bauchi became the first state in northern Nigeria to implement the N30,000 minimum wage with consequential adjustments. Salary payments, which were frequently delayed before 2019, became prompt and regular. The administration also lifted the embargo on employment and renovated dilapidated state and local government secretariats.

Pledged extensive road construction and rehabilitation across Bauchi State, including dual carriageways at all major highway entrances and two flyovers in the state capital to reduce congestion.

The administration delivered 16 new roads and 2 flyovers in Bauchi metropolis, including dualisation of the Jos, Kano, and Maiduguri highway entrances. Major rural roads including the 29km Boi-Gambar-Sara road and the 26km Gwallameji-Doka-Rafin Zurfi-Dass road were also constructed. The projects were largely funded through a N100 billion bond and the Alternative Project Funding Approach.

Committed to expanding access to clean water and sanitation facilities in both urban and rural communities, including rehabilitation of water treatment plants and construction of boreholes.

The administration rehabilitated the Gubi Water Treatment Plant, constructed a 7,000m³ concrete reservoir at Buzaye Hill, installed 58 solar motorized water schemes in PHCs, and built or rehabilitated over 8,000 hand pump boreholes. Nine local government areas were declared Open Defecation Free. However, many rural communities still lack reliable water access, and the state's vast arid terrain continues to pose challenges.

Promised to meet the Abuja Declaration target by allocating a minimum of 15% of the state budget to health and another 15% to education, while dedicating at least 30% to infrastructure.

The administration consistently allocated 15% or more to both health and education since 2019, and maintained a minimum 30% infrastructure allocation. Over 130 Primary Healthcare Centres were constructed or renovated, free antenatal care and delivery services were approved for pregnant women, and the state contributed over N1.85 billion in counterpart funding for health partnerships with UNICEF and other development partners.

Promised to leverage Bauchi's vast arable land, solid minerals, and recently discovered oil and gas in the Kolmani area to attract investment, create jobs, and diversify the economy beyond federal allocations.

The administration hosted the Bauchi State Economic and Investment Summit in 2025, generating investment commitments worth over $5.2 billion. Shell Nigeria Gas made its first investment in the state, and efforts to revive moribund industries through public-private partnerships were ongoing. However, the Kolmani oil discovery remained largely undeveloped at the federal level, and concrete job creation figures from these investments were not independently verified.

Sought re-election in 2023 on a promise to build on the first term's record under the banner of continuity and the Bauchi State Development Plan 2033.

Bala Mohammed was re-elected in the March 2023 governorship election with 525,280 votes, defeating APC's Sadique Abubakar who polled 432,272 votes. The Election Petitions Tribunal, Court of Appeal, and Supreme Court all dismissed Abubakar's petitions for lacking merit, affirming Mohammed's victory in January 2024.

Committed to combating rising banditry, kidnapping, and rural insurgency through support for federal security agencies, investment in vigilante groups, and creation of a dedicated internal security ministry.

The administration created the Ministry of Internal Security and Home Affairs in August 2023, donated N100 million to vigilante groups in January 2024, and supported federal operations that reportedly neutralized thousands of bandits in Alkaleri LGA by April 2026. However, Bauchi continued to experience severe bandit attacks, particularly in Alkaleri, Tafawa Balewa, and border areas with Plateau and Taraba. The governor himself acknowledged that the security situation was 'beyond what the government thought it was.'

Pledged to sanitize the civil service payroll, eliminate ghost workers, and ensure automatic migration of retirees into the pension system without delays.

The administration suspended 41,000 civil servants lacking BVNs in 2019, introduced biometric verification, and implemented reforms to automate payroll and pension migration. The monthly wage bill was reported at N7 billion. However, the state still carries an estimated 31,772 civil servants and retirees on its payroll, and the ghost worker problem was not fully eliminated. Pension arrears and gratuity backlogs remained a point of contention.
