Allegation
The EFCC alleged Elechi's administration fraudulently awarded a $12 million contract in 2012 to American firm Califco Group, paying a $10.8 million mobilisation fee for a project that was then abandoned; a separate allegation concerned funds deducted at source from all 13 local government accounts for an asphalt project.
