Assessment

Haruna was elected Adamawa State governor in April 1999 and re-elected in April 2003. The ANPP challenged the 2003 result; an election tribunal initially nullified it, but the Court of Appeal overturned that and reinstated him. He served to 29 May 2007, and was later Minister for Youth Development (2014–2015).

Assessment

Haruna's 2003 re-election was voided by an electoral tribunal before an appeal court reinstated him, and in February 2007 the Adamawa House of Assembly served him an impeachment notice for 'gross misconduct' and 'inability to perform the functions of office'. No quantified development record for the two terms survives in the public record.

Assessment

In September 2006 EFCC chairman Nuhu Ribadu named Haruna among 31 state governors under investigation. In February 2007, near the end of his term, the Adamawa State House of Assembly served him an impeachment notice for alleged gross misconduct. Neither the investigation nor the impeachment moved to a conclusion before he left office.
