Assessment

Igbinedion was elected in 1999, re-elected in 2003, and served two full terms to 29 May 2007, handing over to Adams Oshiomhole. He also chaired the Nigerian Governors' Forum during the period.

Assessment

The documented output of the two terms is thin — the Edo State Polytechnic at Usen is the project most often cited. Edo's visible infrastructure decay became the central issue in the 2007 campaign, and the incoming Oshiomhole administration built its record around reversing it.

Assessment

The EFCC declared Igbinedion wanted in January 2008 over the alleged embezzlement of about US$24 million through front companies. In December 2008 he entered a plea bargain: he pleaded guilty to a single count and was fined the naira equivalent of roughly US$25,750 (about ₦3.5 million) with forfeitures but no prison term — an outcome widely condemned as a token penalty. The EFCC invited him again in 2021 over an alleged ₦1.6 billion diversion but did not file fresh charges.
