Pledged to deliver at least 100 kilometres of quality road in each of Gombe State's 11 local government areas under the Network 11-100 initiative, linking communities, markets, and opportunity across the state.

The administration has constructed, rehabilitated, or has ongoing over 340 kilometres of roads under the Network 11-100 project. Key projects include township roads within Gombe metropolis with drainage and pedestrian pathways, rural access roads, and strategic bridges. The project reached 78% completion as of mid-2026. Gombe State's IGR grew from N6.8 billion in 2019 to an all-time high of N40.8 billion in 2025—a nearly 500% increase within six years. Monthly collections rose from below N600 million to over N3 billion. The state exceeded its 2025 revenue target by 158%. Gombe ranked #1 in Nigeria for Ease of Doing Business in 2023 and 2024 (PEBEC), attracting record domestic and foreign investment.

Committed to constructing and renovating classrooms, upgrading legacy secondary schools, establishing a teacher training center, and improving performance in external examinations.

The administration constructed and renovated 600 classrooms, upgraded five legacy secondary schools, and established a teacher training center. WAEC fees for secondary students were paid. NECO results for 2025 indicated over 90% of candidates scoring five credits and above. The Smart Schools Initiative installed digital learning labs in 200 public schools statewide (55% complete as of mid-2026).

Promised to equip primary healthcare centres across all 114 wards, improve tertiary care, and expand access to affordable healthcare through the Go-Health project targeting vulnerable populations.

The administration established fully functional primary healthcare centres in all 114 wards, constructed 50 new PHCs (84% complete), and launched the Go-Health project for vulnerable groups. Governor Inuwa received a National Health Care Delivery Award in 2024. However, the doctor-patient ratio remained below the 1:1,500 target, and tertiary healthcare capacity, while improving, still required significant investment to meet the 2030 vision of becoming the North-East health hub.

Committed to sustaining Gombe State's relative peace and insulating it from the wave of insurgency, banditry, and kidnapping ravaging neighbouring states through proactive policing and community collaboration.

Gombe State was ranked the safest state in Nigeria by StatiSense Report 2024. The state remained largely insulated from insecurity despite sharing boundaries with Borno, Adamawa, Bauchi, Taraba, and Yobe. The Police Command adopted intelligence-led policing, community engagement, and border surveillance. Traditional rulers complemented government efforts through grassroots sensitisation. No major bandit or insurgent attacks were reported in Gombe during the period reviewed.

Pledged to improve water supply infrastructure and expand access to clean water for 500,000 rural households under the 'Water For All' programme.

The Water For All programme reached 70% completion as of mid-2026, with significant investments in water treatment plants, reservoirs, and rural water schemes. The Dadinkowa Power Dam (40MW) also supports water management. However, universal access to clean water across all 11 LGAs remained a work in progress, particularly in remote rural communities.

Promised to develop and implement a 10-year development plan aligned with the SDGs to guide sustainable, inclusive growth across all sectors.

The administration launched the Gombe State Development Plan (GSDP) 2021-2030, also known as DEVAGOM—the first 10-year development plan in the state's history and the first in Nigeria modelled and costed with integrated SDGs. The plan covers 12 flagship projects including Network 11-100, Gombe Goes Green (1M+ trees planted annually), Dadinkowa Power Dam, Smart Schools, and Water For All. Over N220 billion in investments had been attracted by 2025.

Sought re-election in 2023 on a promise to build on the first term's record and continue implementing the DEVAGOM 10-year plan.

Inuwa Yahaya was re-elected in the March 2023 governorship election with 342,821 votes, defeating PDP's Jibrin Barde who polled 233,131 votes. The Election Petitions Tribunal, Court of Appeal, and Supreme Court all dismissed Barde's petitions for lacking merit, with the Supreme Court affirming the victory in January 2024.

Committed to empowering over 10,000 youth through the G-STEP (Gombe State Youth Empowerment Programme) and supporting women entrepreneurs and small-scale traders.

The G-STEP programme reportedly empowered over 10,000 youth with skills and start-up support. The administration also supported women through microfinance and vocational training. However, comprehensive outcome tracking and independent verification of job creation figures were not prominently published.
