Assessment

Kachalla governed Borno from 29 May 1999 to 29 May 2003 with Ali Abubakar as deputy, completing the term before losing re-election. He died on 18 April 2007.

Assessment

Borno adopted Sharia in August 2000. Kachalla assured Christians the provisions would apply only to Muslims, set up a Sharia Implementation Committee in February 2001, with the system due to take effect in June 2001 and bans on gambling, alcohol and prostitution.

Labour disputes marked the term — police fired on wage-protesting workers in November 2001 — and Kachalla left office with leave grants unpaid for two years, health workers on strike and pension arrears unresolved.

Assessment

Kachalla's backer Ali Modu Sheriff, who had financed his 1999 campaign, took the ANPP ticket instead of him in 2003. Kachalla left the ANPP for the Alliance for Democracy, lost the 2003 election to Sheriff, and moved to the PDP in 2006.
