The promise
Implicit in being sworn in on 29 May 2003 on the PDP platform.
Assessment
Ladoja's term was interrupted. A faction of the Oyo State House of Assembly impeached him on 12 January 2006 and his deputy Christopher Alao-Akala took over. The Supreme Court held the impeachment unconstitutional on 11 November 2006, and Ladoja resumed office on 12 December 2006, serving out the remaining months to May 2007.

To run the state in the public interest rather than at the direction of the political broker who backed the 2003 campaign.
Assessment
Ladoja fell out with Ibadan strongman Lamidi Adedibu by August 2004 over the sharing of appointments. The national PDP leadership sided with Adedibu — the party chairman said in 2005 that Ladoja should take Adedibu's instructions — and the dispute culminated in the January 2006 impeachment that the courts later voided. The godfather system, not the governor, prevailed for most of the term.

To improve infrastructure and services across Nigeria's most populous South-West state after Lagos.
Assessment
The term was consumed by the power struggle with the Ibadan political godfather Lamidi Adedibu and by Ladoja's January 2006 impeachment and December 2006 reinstatement. No verifiable record of infrastructure or service delivery survives for 2003–2007.
