Implicit in his 1999 election as the first Fourth-Republic governor of Kwara State.
Assessment
Rear Admiral (rtd) Mohammed Alabi Lawal — a former military governor of Ogun State (1987–1990) — won the 1999 election on the All Peoples Party (APP) platform with the backing of the Ilorin political leader Olusola Saraki, and governed Kwara from 29 May 1999 to 29 May 2003. He completed the term but lost re-election. He died in London on 15 November 2006, aged 60.

Assessment
No quantified development record for the 1999–2003 term survives in the public record. Lawal's alliance with the Saraki political machine collapsed, he lost the 2003 election to Bukola Saraki, and at his death in November 2006 he was under EFCC investigation for the alleged diversion of state funds.

Assessment
Lawal fell out with his patron Olusola Saraki, who threw the Ilorin machine behind his own son, Bukola Saraki. Bukola Saraki (PDP) won the 2003 election and Lawal did not return for a second term.
