Assessment
Adebayo won the 9 January 1999 election with 72.72% of the vote (300,118 votes) against the PDP's 27.28% (112,606) — the widest South-West AD margin — and governed Ekiti from 29 May 1999 to 29 May 2003 with Paul Alabi as deputy, completing the term. He later served as Minister of Industry, Trade and Investment (2019–2023).

Assessment
As the first elected governor of a state created in 1996, Adebayo stood up Ekiti's administration and civil service and left office without a corruption case. No quantified record of infrastructure or service delivery survives, and he lost the 2003 election to Ayodele Fayose.
