Nnamani was elected in 1999 and re-elected in 2003, serving two full terms to 29 May 2007, handing over to Sullivan Chime. He later represented Enugu East in the Senate.

The administration built the permanent campus of Enugu State University of Science and Technology and the ESUT Teaching Hospital and College of Medicine at Parklane, hosted a new Enugu campus of the Nigerian Law School, dualised Rangers Avenue and Chime Avenue, built the Ebeano Tunnel linking Ogui Road and Garden Avenue, established four district and 19 cottage hospitals, and extended rural electrification to over 130 communities — one of the more substantial documented capital records among governors of the term.

Assessment

Nnamani's 'Ebeano' political network drew persistent allegations of corruption and, after he left office, an EFCC money-laundering prosecution over the alleged diversion of Enugu State funds. The case ran for years without a conviction on the merits.
