The EFCC alleged Ortom ordered the withdrawal of ₦21.3 billion from four government accounts between June 2015 and March 2018; about ₦19 billion of this was earmarked for six security agencies tackling herder-farmer clashes, but only about ₦3 billion could be shown as paid to them.

Ortom was invited and questioned by the EFCC; the Benue State Government's court challenge to the EFCC's power to investigate the accounts was dismissed by the Federal High Court, but no conviction resulted from this probe.
