The promise
As the first elected governor of Edo State — created on 27 August 1991 — to establish its administration in Benin City on the SDP platform. Oyegun was a former federal permanent secretary.
Assessment
The work was barely under way when the elected government was dissolved in November 1993. He went on to become the first National Chairman of the All Progressives Congress, from 2014 to 2018.

Removed on 17 November 1993, when General Sani Abacha's coup dissolved every elected government in Nigeria and replaced governors with military administrators — about 22 months into a four-year term.
