Toward the end of the tenure, reports alleged Ugwuanyi directed council chairmen to divert ₦5.1 billion in local government special funds, and that federal intervention cheques were routed through a newly created state university's bank account in a manner that raised suspicions of a diversion conduit; a civil-rights group separately said Ugwuanyi was not in hiding or under EFCC probe, disputing other reports that he was.
