The promise
Yerima campaigned on adopting Islamic criminal law for Zamfara.
Assessment
Zamfara became the first Nigerian state to implement Sharia criminal law, effective 27 January 2000, an event celebrated by large crowds in Gusau. The administration set up a Council of Ulama, a Hisbah Commission, a Zakkat and Endowment Board, a Sharia Research and Development Board and a Preaching Commission, and banned alcohol sales and prostitution statewide. Twelve northern states followed Zamfara's lead. Court challenges by a human-rights NGO and a Christian resident were dismissed by the Zamfara State High Court.

To improve infrastructure and services in one of the poorest, most rural states.
Assessment
Over two terms Yerima left no verifiable record of infrastructure or service delivery, and Zamfara remained among the poorest states on every national indicator, later becoming a centre of rural banditry. The tenure is defined by his 1999 adoption of Sharia criminal law and its national fallout, not by a development programme.
